I believe it's the mayors of the cities involved, who have done nothing, who have failed. I feel sorry for the innocent people who live in these cities. Unless, of course, they voted to defund the police. What did they think would happen?
It IS sad, but also infuriating when you consider the businesses destroyed and people's lives ruined. It could have been prevented.
I'm not sure from your poem, your exact meaning.

I agree with you that innocent people and their businesses are suffering due to lack of control. My poem is referring to the chaos that is happening and how emergency services try to assist (sirens wailing to go along with the motif of crying). Defunding the police is a ridiculous concept. Who would wish for anarchy.

I guess most poems are open to interpretation... I don't want to pin down my meaning arbitrarily, but I do think law and order is more important than demonstrations that get out of hand and turn to rioting.
