Excellent point in your poem, the owl is always asking questions and why he has a reputation for being wise is also a question. Excellent short poem that makes the reader think.

This meets the contest requirements splendidly with a spot on line / syllable count and theme.
Whooooo says the owl's wise - concrete and expressive imagery; " owl's " is not really correct grammar in this instance maybe something like 'owl so wise' would work better for you without changing the meaning
he's always asking questions - nice backup to line one maintaining the influence of sound as well
he's such a birdbrain - witty closing using double meaning

    Owl's here is a contraction for, owl is, so I thought it worked but I'll look at it again. Thank you for such a detailed review and encouraging comments.

Why is it that an owl is considered to be wise if he asks so many questions.

This contest made it tough to meet the brief, but you have succeeded. The wit is centred around the owl's questioning call, emphasised in the first word. Syllable count is correct and this stands a good chance in the contest.

Interesting contest and this is certainly a creative entry. The take on the "who" sound of an owl being an actual question--and the play of it that, if he has to ask so much, how much can he know, is very effective. The final line is an insult or an honest observation. Should do well in your contest.
