But I get carried away with the verbosity. Your could have used succinctness, shortness, brevity, right to the point, directness, even bluntness, incontestable, rightful, propriety, satisfying, and unquestionable means to describe how the wise man should express, enunciate, extrapolate, justify, and defend what he says.

It is easy to see that you desire this short work to be of benefit in the art of telling and or not telling, based on wisdom. I like that. Wise words are often the last to be spoken, after every other 'talker' has had their say. Nicely done, Carolyn

I guess you're saying one should have something to say before speaking. There's no doubt we speak a lot and say little. We stand at the door telling someone we really can't stay, but we stay and repeat the same words of leaving many times. We are often addicted to the sound of our own voice. Sad. We are too willing to share.
Sometimes the kindest thing we can offer is silence.

To help with clarity and conciseness, these are my suggestions:
Man has instinct of telling something. Wise is known by his act or art of telling.
* Man has the instinct to impart knowledge. Wisdom is passed on by his ability to impart it correctly.
A true wise person tells what true, absolute, necessary, is needed, wanted, required, demanded, asked, rational, justifiable, ethical or moral.
* A truly wise person tells what is necessary and moral when asked, or for justification.
Man who is not truly wise makes mistakes by telling anything and everything on, about and concerning anything and anybody at any time or any place.
* An unwise man makes a mistake to tell everything concerning anything and anybody at any time.
Man commits mistakes and blunders by telling about anyone at any age, period, of or on present or today, of or about the past, the future for any action, inaction by man any time, anywhere, anyway or anyhow as he likes or wishes.
* Man commits a serious blunder to tell anyone and everyone the details of past events and actions.
**Too many words are confusing! Choose one or two good ones.

Hmmm, yet again you baffle me, ALD. You have such wonderful views, such great philosophical ponderings, but why not say what you need to say simply? This very essay expounds the wisdom of not being overbearing with your opinions, of speaking wisely and truthfully, or not at all, at least as I understand it.
Actions speak louder than words anyway, as you say, and we have two ears and one mouth for a reason. :)

Think wisely before speaking...sometimes the hardest battle is one of will, to want to speak, but in doing so...one must calculate the benefits-to whom, and what...
you give the reader pause, to reflect on the power of words. The best words are those spoken freely, without the assumption of reward.
