You make a great argument for the old adage better to not speak at all and seem a fool, then to speak and confirm it. Also, this brings a lot of self reflection; Am I wise or unwise?
I liked this write. You've done a good job in making the reader think!

It's a nice piece of Self Improvement Non-Fiction transparently depicting the difference between the wise and the unwise.
Clarity of expression, impressive and matching the theme wording.
Smooth and captivating flow throughout from the beginning to the end.
These lines are particularly noteworthy:
"A wise person speaks what is true, absolutely necessary, justifiable, or righteous."
"He speaks the right words to the right person(s), rightly, at right time and at the right place, in a right perspective."

An unwise person commits a blunder by telling anything and everything of the past, the present and the future about anybody, anywhere, at any time, as he likes.

I know a guy who can rattle off gossip for hours but knows nothing about current events. I asked him doesn't it bother you that you know everything about unimportant things and nothing about what matters?

For using just 220 words your story described in detail the differences between the phrases, "Wise Man," and "Unwise Man." It was very thought-provoking as well.

As your writing suggests, there is often more wisdom in keeping silent than in speaking without due thought. People often say more than they need and it can lead to unfortunate consequences.
