So it seems the site is running a 75-word Flash contest simultaneously with an 80-worder. Weird. I hope I'm still allowed to use that word.
You do well to fit the content into the strict word limit while maintaining clarity of narration. The open ending is a suitable way to conclude a Flash story, leaving it up to the reader to interpret who Billy was firing at, did the victim die, what was the aftermath.
