Yes these effective well-chosen words convey to the reader a real sense of winter's icy chill -no escape from winter's icy grip and a great pic to illustrate

There is nothing I dread more than the north wind in Winter. It is easy to visualize this scene of a day when snow is falling. Nice personification of Winter kissing the Speaker.
