The freezing cold blasts of strong "Artic air" winds can be bone-numbing.
"City blanketed in snow" - winter storms can shut down towns and completely paralyze them grindng everything to a halt.
The last line of the haiku says it all when faced with these kinds of blizzards "Thawing is welcome."

This has some good examples of literary techniques. The s sounds enhance the feel of the environment and setting. The use of a word with a b in it speaks volumes as the pronouncing b creates a bit of a disturbance in our mouth. Good job.

But I like how you took an unexpected turn in your last line... most poems begin and end with the glories of winter, but you took a different route ending with a unique yet realistic stance.
