I'm not sure what the NCA is, we have an NCA here where I live, people were killed, otherwise it was a little cryptic, but looks like a comment of folk walking on the dark side, beautifully written blessings Roy

The NCA is the National Crime Agency this piece concerns a dedicated crime of drug smuggling to whom the perpetrator is a local ... true story !

I think it means something similar here, an anti crime official was murdered

I am not much for snow as I have been in my share of blizzards. This piece was a little unclear to me but as I reread it I felt a feeling of coming home. As the snows falls each eac it is coming back to the earth so it may melt and start again.
