To be fiercely practical, a poem of this length is never going to make a splash in the Free Verse contest... and if it's intended as a 5-7-5 then the bad news is that line 2 has 8 syllables.
I too am an admirer of President Biden (Isn't it good to finally get rid of the 'Elect' tag?) and yes, his compassion and concern for others is genuine.
So your poem makes a point, but the real point about free verse is that it gives you the liberty to cut free from poetic boundaries, to set your imagination free. You seem to have done the opposite.
