This story does a fine job of capturing the unpredictable nature of the sea. I think it could be enhanced by building the tension beforehand. For instance, you could draw more on that motif of hearing the voice in your head that tells you not to do something. Maybe elaborate on what that voice is saying exactly. Or you could go more in depth in describing the feeling you had when you saw that dark sky at the end of the harbor.
