Empty garbage cans - gives me to think of bins empty of garbage.
Restructure and this has relevance to a good Senryu.

I liked this senryu. It met the syllable count parameter's and told a story about the level the magazine has with the public.

And if those cans aren't used... yuk...no-one will get an award for all that pollution..

Don't know why individuals can't make use of garbage receptacles, it doesn't take great effort to throw used wrappers into one;
All of these roadside dumps are not environmentally friendly either.
