This is a exceptional entry in the If You Were An Artist... contest worthy of 10 stars. It is a mastery of free verse and visual art combined.
A few suggestions. Remove the word with in the line below
(with) capturing the essence of people
as silhouette or portrait detail:
replace followed by with 'rediscovered in'
their weathering doubts and hopeful dreams
as brilliant light followed by (rediscovered in) a dark room,

Yes, taking a picture or painting a portrait could and has been seen as the artist taking a snap shot or a moment in time, and then freezing it forever.
This a well written free verse. It has good detail usage of descriptive words.

Wow, if only to see through an artist's eyes or be able to put my thoughts on paper with such vivid brilliance that goosebumps raise in a tingling sensation.
