This must be so painful to live with for a carer/partner. The change that comes about in the patient is reflected in the rainfall whilst the sunrise, normally giving hope, simply reinforces the reality of loss and bewilderment. Great job rhyming morning with warning. This has no set meter

So it's the person that has dementia that's crying the tears that caused the rain. She knows she has dementia. She knows that she should remember last night but she doesn't. So that's why she's crying.?

Here I was curious why you referenced he. Your whole poem has been about a woman and then suddenly you're talking about He. Maybe you meant She

"He couldn't remember last night in the morning"

How sad. This poem opens many doors of interpretation. The adult in me thinks the worse and the kid in me is just off somewhere trying to have fun with these words.
