Virga is when precipitation starts to fall from a cloud, but it evaporates or sublimates before it reaches the ground, leaving wisps trailing below the cloud. I enjoy projecting emotions and human traits onto nature, so I gave Virga the trait of giving up mid-task. It seemed to fit.
